Bill Gatesが語る3つの施策

1,100人のエグゼクティブが集ったbreakfast。そこでBill GatesとCraig Mundieがスピーチした内容に本邦との位相の違いを痛感。Craig Mundieはマイクロソフトの最高研究戦略責任者。彼が質疑応答で語った連邦議会への苦言?!

Members of representative democracy are supposed to know how to balance those competing goals, but Congress’s decisions are “too skewed to the short term right now,” Mundie said.

「矛盾する目的」のバランスをとる方法を議会制民主主義のメンバーなら知ってるはずと前置きしつつ、今の議会は「短期の目的に偏りすぎ」と指摘してる。世論調査とのにらめっこせざるを得ず、シリコンバレーの主張を政策に組み込んでもらうのにご苦労されている様子。

ここまでは日本も同じ。財政緊縮と格差是正の両立とか。目も当てられないけど。

じゃぁ、「短期の目的」じゃなく「長期の目的」はというと、Bill Gatesが連邦議会で提言したと。3つの施策。

Gates was on Capitol Hill Wednesday morning speaking to a House of Representatives committee about the need for three major areas of action: increasing the number of H-1B temporary visas and green-card permanent visas that are allotted to high-tech workers; increasing investments in federal research programs; and focusing on ways to improve the educational system, particularly in the math and science fields.

Bill Gatesが演説した3つの施策

  1. ハイテクエンジニアへ発行するビザやグリーンカード枠の増大
  2. federal research programsへの投資の増額
  3. 教育、とりわけ”数学”と”科学”のシステムを改善

なんだか「目線」が違うというか。日本がこの3つに取り組む姿勢がないというわけじゃない(1.は論点が別だけど)。ただ、最近の「上げておいて落とす」ような報道や批判の矛先を眺めると、「成長」をどこに置き忘れたかのような印象。

「成長」といっても高度経済成長期のような奇跡じゃなくて、sustainable noninflationary growth(インフレなきはちょっとね…..)を構築できる「長期の目的」がもっと語られないかと傍観。

まぁ、ねじれている間に今までのウミを全部出しちゃえよと思うけど。
